  -content: "<p>Le renforcement des capacités de l’administration communale et des élus locaux constitue un maillon essentiel de la réussite du processus de la décentralisation. Le sens et la portée de cette réalité adoptée par la plupart des pays développés depuis des décennies, n’a pas échappé à mon pays qui se l’ait appropriée fort heureusement depuis le début des années 2010. Appuyé par certains partenaires techniques et financiers dont l’un des plus illustres est la coopération allemande, à travers le PDDC-GIZ, il a été créé à cet effet, le Centre de Formation pour l'Administration Locale afin de cristalliser, animer ou coordonner toutes les actions de formation en faveur ou en direction des élus locaux et de l’administration communale.</p><p>Cet appui constant et soutenu du PDDC-GIZ au Centre s’est matérialisé, entre autres, depuis lors par l’animation chaque année de plusieurs modules de formation dont le point d’orgue est la mise en œuvre en 2019 du programme d’animation de cinq (05) actions de formations au profit du personnel communal ou municipal de ses 25 communes partenaires. La richesse du présent programme tire sa substance de deux innovations : la présence de personnes ressources à l’animation des modules et l’introduction d’exercices interactifs animés par un expert en TIC commis par le PDDC-GIZ.</p><p>Je voudrais ici présent saluer la clairvoyance de cet appui technique et financier du PDDC-GIZ qui fonctionne avec le maximum d’efficacité dans un cadre adapté aux besoins des Communes et il ne me reste qu’à souhaiter l’appropriation des outils par le CeFAL pour en pérenniser les actions.</p><p>Je peux me réjouir de la qualité de mise œuvre de ce programme qui a atteint le 29 mai dernier à Dassa-Zoumé, l’acte quatre (04) de son exécution, depuis l’animation du module « Techniques de mobilisation des ressources propres non fiscales » à ceux de « Logiciel Excel appliqué à la planification » en passant par le module « Entretien de la voirie urbaine » et « Bureautique appliquée à la GRH ».</p><p>Les témoignages et les sollicitations recueillis in situ des participants ont débordé le lit du fleuve de satisfaction engendré par la mise en œuvre de ce programme.</p><p>Je n’ai pas de doute sur la réussite de l’animation du dernier module, celui de la gestion de l’état-civil et il ne me reste qu’à remercier tous les responsables du Champ d’Action 3 du PDDC-GIZ et son Chargé de Programmes de leurs appuis constants et stratégiques.</p><p>Grégoire Vinakpon AMOUSSOU</p><p>Chef Département Formation Continue et Stages/CeFAL</p>"
